The land affected is not of large extent or of any great value;

Chinese and Japanese have not hitherto sought to build upon it;

and the Government co-operation for which I ask authority is an

essential condition of this scheme for providing a mall European

residential area in Victoria below the Peak.

I may mention in conclusion that the Chinese

opposition to this so-called racial discrimination is mainly a matter of recent growth, fostered by Eurasians who have been educated in Europe and America; and it is probably the case that

the Chinese community would as a whole take little interest in

and less objection to any arrangement under which any class or

section of the community may be allowed to appropriate to itself

a separate residential area.
